Orange County declares local state of emergency amid onslaught of storms

Amid an onslaught of winter storms that have battered Southern California, the Orange County Board of Supervisors on Tuesday declared a local state of emergency. The declaration comes as officials are particularly concerned about the neighborhood of Dover Shores in Newport Beach where at least one home is dangerously close to sliding into the Back Bay and endangering the stability of the entire block. “We have homes that are teetering on falling down into the Back Bay off of the hillside,” Orange County Supervisor Katrina Foley told KTLA. Supervisor Foley added that the two adjacent homes on Galaxy Drive are also in danger of sliding down the hill. “We have one family that has senior citizens, elderly people almost 90 years old, who had to be removed from the house because it was red tagged,” Foley explained. “I mean, literally the corner of the house has air under it, no more land, and the other families on each side have little, elementary age kids. So, you...These are the most and least disaster-prone states

Wildfires and drought in California, hurricanes and flooding in Florida and power outages in Texas have rendered all three states distinctly less livable in recent years. People still flock to Florida and Texas, drawn by low taxes and warmth. (California, not so much.) But climate change is on everyone’s minds, and dire dispatches about fires and floods dominate the daily news cycle. “The data actually shows that some of the fastest-growing cities are some of those that are at the greatest risk of disasters,” said Diane Vuković, disaster-preparedness expert at Primal Survivor, a popular “prepper” website. Southern California’s wild winter in photos A recent Census Bureau list of the 15 fastest-growing cities includes three each in Texas and Florida. Yet, climate change has posited a new idea in American culture: Parts of the United States may not be habitable for much longer. “I don’t know if I would say that there are places that are fundamentally unsa...See Lindsey Herbert From Our Minds

The CHP said the hole would not be fixed until at least 1:30 p.m.The hole opened in the southbound direction of I-880 just south of the Fruitvale Avenue exit. The two far right lanes both were closed and surrounded by cones. The CHP received their first reports about the hole about 12:05 a.m. They did not report any injuries as a result of it.The two far left lanes were open, but traffic was moving slowly through the area. The issue is the second in four days on the freeway. NEW YORK (AP) — For the first time in three decades, the U.S. has a new favorite dog breed, according to the American Kennel Club.Adorable in some eyes, deplorable in others, the sturdy, flat-faced and distinctively droll French bulldog became the nation’s most prevalent purebred dog last year, the club announced Wednesday. Frenchies ousted Labrador retrievers from the top spot after a record 31 years. Why?“They’re comical, friendly, loving little dogs,” says French Bull Dog Club of America spokesperson Patty Sosa. City-friendly, with modest grooming and exercise needs, she says, “they offer a lot in a small package.”Yet the Frenchie’s dizzying rise — it wasn’t even a top-75 breed a quarter-century ago — worries its fans, to say nothing of its critics. The buzzy little bulldogs have been targeted in thefts, including last month’s fatal shooting of a 76-year-old South Carolina breeder and the 2021 shooting of a California dog walker...Strengthen sideshow penalties by confiscating cars, readers suggest: Roadshow

Q: You asked others to weigh in on how to deal with sideshows.Sideshows endanger participants, spectators and property. Who would pay for a track? Liability insurance? Forgetaboutit! Finding an acceptable location for a track would be impossible. Who wants noise, exhaust, traffic, unruly crowds? NIMBY!I agree that penalties are woefully inadequate. Seize vehicles, fine participants and spectators to pay for enforcement, and revoke licenses. There’s too much decriminalizing and too many unsafe, dangerous and destructive acts happening already.Darlene Brannen, San JoseA: Half those who responded to a reader’s recent suggestion that safe spaces be found for sideshows disagree with him, and half agree.Q: A recent sideshow beneath a freeway ramp in Pinole involved gunfire. Twenty years after the United States invaded Iraq — an act of aggression that paved the way for war crimes there — Pentagon officials have sought to block the Biden administration’s efforts to aid the International Criminal Court’s investigation of war crimes committed by Russia during its yearlong invasion of Ukraine.Neither the U.S. nor Russia are members of The Hague-based international court, whose jurisdiction includes war crimes and crimes against humanity. Ukraine is not a member either, but it has granted the court authority to investigate crimes committed on its territory. The U.S. government has long held a hostile stance toward the ICC, at first fighting to restrict its mandate and later fiercely opposing investigations into itself and its allies, including Israel. As The Intercept reported, the U.S. went to great lengths to derail an investigation of crimes committed in Afghanistan by U.S. forces and the U.S.-supported former Afghan government. The ICC’s inability to hold...Latest news
