AP midseason report: Biggest surprise, disappointment, Heisman favorite and top coach so far Halfway through the 2023 season, the national championship race feels more wide open than it has been in years. But is it really? “I think I would say if there was a 12-team playoff this year, it would be tremendous,” Fox analyst and former Washington quarterback Brock Huard said. That will have to until 2024. North Dakota Gov. Burgum calls special session to fix budget bill struck down by court BISMARCK, N.D. (AP) — North Dakota Gov. Doug Burgum called a special session Tuesday of the Republican-controlled Legislature to address a major budget bill struck down by the state Supreme Court last month, leaving a giant hole in state government operations lawmakers are rushing to fill. The special session will convene Monday. Burgum’s executive order for the session comes after the court ruled last week that it won’t delay its surprising Sept. 28 decision that invalidated the funding bill for the state Office of Management and Budget. The bill, usually the last one passed in the biennial session, is traditionally used as a catchall or cleanup bill. The court said the bill is unconstitutional because it violates the state Constitution’s single-subject requirement for bills.Republican Senate Majority Leader David Hogue has said the Legislature would convene for a three- to five-day session. A top panel of lawmakers was meeting Tuesday to address plans for the sessi...

Inside Biden’s decision to secretly send longer-range US missiles to Ukraine It was mid-July, and national security adviser Jake Sullivan was worried. Ukrainian forces were struggling to penetrate Russian front lines in a slow-moving counteroffensive, and time was running out to retake significant territory before a renewed Russian offensive in the fall.Sullivan told his team to come up with options for additional weapons the U.S. could send to Kyiv that could help Ukrainian forces hit vulnerable targets deep inside Russia’s defensive lines.Working together with the Defense Department, the National Security Council team came up with an idea. While the U.S. military’s existing stocks of the long-range Army Tactical Missile System were in short supply, the U.S. could send the medium-range version, carrying warheads containing hundreds of cluster bomblets that could hit targets 100 miles away. The administration’s move to send the Anti-Personnel/Anti-Materiel, or APAM, an older version of the ATACMS that Ukraine had long sought, was kept secret for weeks&nb...
